Blair County initiated a Countywide Municipal Waste Plan Update in June 2011. The County, working through the Blair County Department of Solid Waste and Recycling, has hired Barton & Loguidice, P.C. (B&L) to assist with this plan update. B&L currently has underway, or has recently completed, municipal waste management plans in a total of ten (10) counties in Pennsylvania and Maryland. B&L is using two subconsultants to assist with this assignment, Nittany Engineering and Associates, and EfficientC Administrative Services.
The County has established a Solid Waste Advisory Committee (SWAC) to provide guidance and input, and to review and comment on the draft plan documents that are prepared. The SWAC members represent a diverse cross-section of businesses, institutions, agencies and interests in Blair County that will offer broad spectrum feedback to the County and its consultants during the planning process. Blair County has been awarded an Act 101, Section 901 planning grant from the Pennsylvania Department of Environmental Protection that will fund up to 80 percent of the cost of this plan update. The matching funds for this grant program (20+ percent) come from in-kind services in the form of county staff and Solid Waste Advisory Committee members’ time on the plan update, as well as cash.
Key issues that are being addressed in the Blair County Municipal Waste Plan Update include:
- securing waste disposal capacity for the County for the next ten years;
- investigating ways to enhance/ increase recycling, composting, and waste reduction opportunities in the County; and
- investigating ways to help secure a sustainable and viable public private partnership in waste management and recycling in the County.
This webpage has been established to help disseminate project information to a broad audience in the County. It is also being done in the interest of sustainability and conservation of natural resources, by minimizing the excess copying and distribution of hard copies of project materials. To the greatest extent possible, plan information developed during this study will be distributed electronically.
